जम्मू-कश्मीर के पिछड़ा वर्ग के सभी ओबीसी संगठनों ने आज 29-9-2025 को गुरु रविदास गुरुद्वारा, बहू फोर्ट, जम्मू में एक बैठक और उसके बाद एक प्रेस कॉन्फ्रेंस आयोजित की और 24 अक्टूबर, 2025 को होने वाले राज्यसभा की चार सीटों के चुनाव में जम्मू-कश्मीर से कम से कम एक ओबीसी सदस्य के नामांकन की मांग की।
मीडिया से बात करते हुए, बलवंत कटारिया (महासचिव, एआईबीसीएफ) ने बताया कि भारत के संविधान के लागू होने के बाद से ही ओबीसी से किसी को भी राज्यसभा के लिए नामांकित नहीं किया गया है। भारत के संविधान में प्रावधान है कि जो कमजोर वर्ग अगड़े वर्गों के साथ प्रतिस्पर्धा नहीं कर सकते, उन्हें नामांकन या आरक्षण के माध्यम से विधानसभाओं के साथ-साथ संसद में भी प्रतिनिधित्व दिया जाना चाहिए। चूँकि आम चुनाव में एससी/एसटी की सीटें आरक्षित होती हैं, इसलिए ओबीसी के पास कोई राजनीतिक आरक्षण नहीं है और इसलिए वे विधानसभाओं, संसद और राज्यसभा दोनों में प्रतिनिधित्व के अभाव से पीड़ित हैं।
ओबीसी महासभा के संयोजक बंसी लाल चौधरी ने कहा, “यह सर्वविदित है कि जम्मू-कश्मीर में ओबीसी की आबादी लगभग 30% है और विधानसभा में उनका कोई विधायक या संसद में कोई सांसद नहीं है। इतनी बड़ी आबादी को दोनों सदनों और विधानसभा से बाहर रखना सच्चे लोकतंत्र की निशानी नहीं है। ओबीसी ने वर्तमान सरकार बनाने के लिए वोट दिया है और अब सरकार की बारी है कि वह जम्मू-कश्मीर में ओबीसी के बारे में सोचे।”
केवल फोत्रा (अध्यक्ष, अखिल जम्मू-कश्मीर सैन समाज सभा) ने कहा कि भारत के अन्य सभी राज्यों और केंद्र शासित प्रदेशों के ओबीसी उम्मीदवारों को राज्यसभा के लिए जनादेश मिलता रहा है, लेकिन जम्मू-कश्मीर में ऐसा कभी नहीं हुआ। सभी राजनीतिक दल ओबीसी का इस्तेमाल और इस्तेमाल करते हैं, जिसे अब बर्दाश्त नहीं किया जाएगा। जन जागरूकता के बदलते परिदृश्य में, अब समय आ गया है कि जिन राजनीतिक दलों पर ओबीसी ने भरोसा जताया है, वे उनके उचित हित में कार्य करें। समाज के किसी भी वर्ग की उपेक्षा या कम प्रतिनिधित्व नहीं होना चाहिए।
एफसी सतिया (अध्यक्ष, एआईबीसीएफ़, जम्मू-कश्मीर) ने कहा कि ओबीसी को सभी राजनीतिक दलों से, खासकर जम्मू-कश्मीर में सत्तारूढ़ और बहुमत वाली पार्टियों से, और साथ ही केंद्र सरकार से भी, बहुत उम्मीदें हैं। हम न्याय की प्रतीक्षा कर रहे हैं और देरी न्याय से वंचित होने के समान है। जम्मू-कश्मीर के ओबीसी लोगों का प्रतिनिधित्व यह साबित करेगा कि “एक राष्ट्र, एक संविधान और एक आरक्षण” वास्तव में साकार हुआ है और माननीय प्रधानमंत्री का नारा, “सबका साथ, सबका विकास, सबका विश्वास, सबका विश्वास” सत्य साबित होगा।
बैठक में भाग लेने वालों में ओम कटारिया (जिला अध्यक्ष, एआईबीसीएफ़), विश्वकर्मा सभा, यूनिट न्यू प्लॉट, जम्मू से जोगिंदर अंगोत्रा, अखिल जम्मू-कश्मीर प्रजापति (कुंभार) सभा से कस्तूरी लाल बसोत्रा, जीआर दफारा और मंगा राम प्रपति शामिल थे।
All OBC organizations of Backward Classes J&K held a meeting followed by a press Conference at Guru Ravidas Gurudwara, Bahu Fort Jammu today on 29-9-2025 and demanded nomination of atleast one OBC member from J&K in upcoming Rajya Sabha, elections for four seats on 24th October, 2025.
Speaking to the media, Balwant Kataria, (General Secretary, AIBCF) pointed out that none from OBC has ever been nominated for Rajya Sabha right from the day since constitution of India was nominated. Constitution of India provisions that those weaker sections which cannot compete with forward sections, should be made to represent the Assemblies as well as Parliament by Nominations or Reservation. Since SC/ST have their seats reserved in General Election, OBCs have no Political reservation and hence suffering from non representation in both Assemblies, Parliament and Rajya Sabha.
Bansi Lal Choudhary, Convener OBC Mahasabha said, “It is a well known fact that population of OBCs in J&K is around 30% and they have no MLA in the Assembly or MP in Parliament. Keeping such a large chunk of population out of Both the houses and Assembly, is not a sign of true Democracy. OBCs have voted for making the present Govt and it is now, the turn of Govt to think of OBCs in J&K”.
Kewal Fotra, (President All J&K Sain Samaj Sabha) said that OBC candidates from all other states and UTs of India have been getting mandate for Rajya Sabha but in J&K, this has never happened. All political parties simply use and throw OBCs which will no more, be tolerated. In the changed scenario of public awareness, it is high time that political parties to whom OBCs have shown faith, should act in their rightful interest. No section of society should be ignored and under represented.
FC Satia (President AIBCF, J&K) said that OBCs have high hopes
from all political Parties especially from ruling and majority parties in J&K as well as at central level. We are waiting for justice and Just delayed is justice denied. Representation of OBC people from J&K will prove that “One nation, One Constitution and One Reservation” is achieved in real sense and Hon’ble Prime Minister’s slogans, “Sab Ka Saath, Sab ka Vikas, Sab Ka Biswas, Sab Ka Priyas shall prove truthful.
