Under the Leadership of Darshan Rana, B.S.P. Submitted Two Memoranda to the Hon’ble President of India — Demand for Justice for Dalit IPS Officer Puran Kumar and Restoration of Reservation in Promotions

Under the leadership of Shri Darshan Rana, President of the Bahujan Samaj Party (B.S.P.) Jammu and Kashmir Union Territory Unit, the party today submitted two significant memoranda to His Excellency the President of India through the Divisional Commissioner, Jammu. The first memorandum addressed the caste-based harassment and institutional discrimination that led to the tragic suicide of Dalit IPS officer Shri Puran Kumar, while the second memorandum demanded the immediate restoration of reservation in promotions for Scheduled Castes, Scheduled Tribes, and Other Backward Classes (SC/ST/OBC) employees in Jammu and Kashmir.

The B.S.P. stated that the suicide of Shri Puran Kumar is not an individual tragedy but a result of the caste-based prejudice deeply rooted in the Indian administrative system. The party demanded a CBI inquiry under the supervision of the Hon’ble Supreme Court and strict action against the guilty under the SC/ST (Prevention of Atrocities) Act. Furthermore, the B.S.P. expressed strong resentment over the non-restoration of reservation in promotions since 2015, terming it as a grave injustice to the marginalized communities who depend on constitutional safeguards for equality and representation.

B.S.P. President Shri Darshan Rana emphasized, “Reservation in promotions is not mercy; it is our constitutional right.” He further warned that if the government continues to remain insensitive, the B.S.P. will launch a peaceful yet decisive statewide movement.

Those who accompanied him included Shri Raja Singh (State General Secretary), Shri Bishan Das Bhagat (State Secretary), Shri Madan Lal (State Secretary), and Shri Tarsem Lal (District President, Jammu). Reaffirming the party’s commitment, the B.S.P. declared, “Protecting justice and equality is our duty; silence or delay will be considered participation in the crime.”
